It’s two syllables in spanish, but 1 in English: Leon, Mexico http://en.wikipedia.org/wiki/Le%C3%B3n,_Guanajuato with a population of 1.2million.

Seoul has about 9 million people. 24 million people includes city of Incheon, and Gyeonggi-do.
