It’s Luanda, Angola. I thought it looked Mediterranean, like Tripoli, Libya. But then I’d been plunking around Africa on Google Earth recently anyway and remembered it.

That should be “air photo interpretation skills” even though this is probably a satellite photo. I yield to my fellow viewers, since I’m not familiar enough with places outside North America. Congrats to all who got the answer right!
